This is a good reminder! It's easy to overlook the importance of actually satisfying a penalty after it's been levied. Sometimes we focus so much on the initial decision that we forget the follow-through. It's like my Granny used to say about apologies: "Saying sorry is only half the battle, you gotta show you're sorry too!" In this context, "showing" means ensuring the penalty is completely fulfilled according to the rules. Otherwise, the integrity of the whole system is undermined.
